Mahalliy muammolarni hal etishda o‘zini o‘zi boshqaruvchi mahalliy idoralar, masalan, fuqarolar yig‘inlari va oqsoqollar, kasaba uyushmasi qo‘mitalari va hokazolar katta ahamiyatga ega. Ular o‘z vazifalarini ko‘ngillilik asosida ba- jaradilar. Jamoat tashkilotlarining qarorlari faqat ana shu tashkilotga kiruvchi fuqarolar uchun majburiydir.
Davlat boshqaruvini tartibga solish ishi OʻzR hukumatining , tarmoq va tarmoqlararo davlat boshqaruv organlarining , shuningdek, joylardagi vakolatli va ijro etuvchi organlarning meʼyoriyhuquqiy aktlari bilan amalga oshiriladi. Vazirlar Mahkamasi davlat boshqaruv organlarining huquqiy maqomini belgilab beruvchi aktlarni qabul qiladi, Maʼmuriy huquq manbalari hisoblanadigan turli xil krnunkridalarni tasdiklaydi. Maʼmuriy huquq manbalari katoriga, jumladan, qarorlar, buyruqlar, tarmoq va tarmoqlararo boshqaruv organlari (vazirliklar, mahkamalar, davlat qoʻmitalari, respublika agentliklari)ning turli xil yoʻriqnomaviy materiallari, shuningdek, joylardagi davlat hokimiyati organlarining qarorlari kiradi.
Mustaqillik yillarida Maʼmuriy huquq meʼyorlari ancha yangilandi. Chunki, davlatning iqtisodiy funksiyalari, barcha darajadagi ijro etuvchi hokimiyat organlari tizimi va ular faoliyatidagi asoslilik, omilkorlik singari jihatlar ham tubdan oʻzgardi. Markazlashmagan tizimga oʻtish va umumdavlat ahamiyatiga ega boʻlmagan qator vakolatlarning markaziy organlardan quyi boʻgʻinlarga oʻtkazilishi jarayoni roʻy bermoqda.
Maʼmuriy huquqning ijro etuvchi hokimiyat tuzilishini tokomillashtirishda, davlat xizmatining huquqiy asoslarini vujudga keltirishda, bozor iqtisodi-yotini tartibga solishda, fuqarolar va tadbirkorlik tizimlari qonuniy huquklari va manfaatlarining qatʼiy himoya ostiga olinishini taʼminlashda ahamiyati katta.
Maʼmuriy huquq meʼyorlarini takomillashtirish jarayoni ijro etuvchi hokimiyat organlarida 2 yoʻnalishda ketmoqda. Vir tomondan, ijro etuvchi hokimiyatning markaziy va mahalliy organlari orasidagi vakolatlarni chegaralash yoʻli bilan, ikkinchi tomondan esa — bajaradigan vazifasiga kura bir xil tipdagi davlat boshqaruv organlarining HUQUQIY maqomini belgilashda bir xillikni taʼminlash hamda davlat va ijtimoiy hayotning turli sohalaridagi boshqaruv darajasini yuksaltirish yoʻli bilan ushbu jarayon amalga oshirilmoqda.
Iqtisodiy munosabatlarni boshqarib borishning bozor mexanizmiga oʻtish sharoitida Maʼmuriy huquq meʼyorlari yangi iqtisodiy boshqaruv omillarining joriy etilishini nazarda tutadi (li-senziyalash, kvota belgilash, soliq solish va undirish). Bozor iqtisodiyotining maʼmuriyhuquqiy taʼminlanishi iqtisodiy va ijtimoiy sohalar rivojini prognozlash va dasturiy rahbarlik qilish, Oʻzbekistonning ilmiytexnikaviy salohiyatini davlat tomonidan qoʻllab-quvvatlash hamda davlat mulkini samarali boshqarish va tadbirkorlikni ragʻbatlantirishga doyr tadbirlar tizimini ishlab chiqish va amalga oshirishga qaratilgan.
