Қайд этиш лозимки, Ўзбекистонда сайлов бюллетенлари ўзбек, рус ва қорақалпоқ тилларида чоп этилиши мустаҳкамланган. Амалда, кам сонли миллатларнинг сайловда иштирок этиши учун барча шарт-шароитлар яратилган.
Маълумки, сайловолди ташвиқоти сайлов кампанияси даврида сайловчилар номзодни ёки сиёсий партияни ёқлаб овоз беришга ундашда муҳим ўрин тутади. Турли миллатлар манфаатларини инобатга олган ҳолда, сайловолди ташвиқот материаллари уч тилда, яъни ўзбек, рус ва қорақалпоқ тилларида чоп этилади, номзодлар ҳам шу тилда ташвиқот олиб бориш имкониятига эга. Ташвиқот олиб борилаётганда давлат оммавий ахборот воситаларидан фойдаланишда ҳажмига кўра бир хил бўлган эфир вақтини ва нашр майдонини бепул бериш йўли билан тенг шароитлар таъминланади.
Сиёсий партиялар ўз партиявий газетасини ўзбек ва рус тилларида, Қорақалпоғистон Республикасида қорақалпоқ тилида чоп этади. Республика миқёсидаги газеталар томонидан номзодларга ўзбек, рус, тожик ва қозоқ тилларида ташвиқот учун бепул нашр майдони яратиб берилган. Масалан, “Народное слово”, “Овози тожик” ва “Нурлы жол” газеталарида турли тилларда маълумотлар нашр этилади.
Бўлиб ўтадиган сайловлар ҳар бир фуқаронинг манфаатларини ифода этишга ва ҳуқуқларини рўёбга чиқаришга, ҳалқнинг муаммоларини ўрганиб чиққан ҳолда энг долзарб масалаларни кўтариш, жамиятда юзага келиши мумкин бўлган ижтимоий зиддиятларнинг олдини олиш учун миллий озчилик манфаатларини ва қонунчилик ташаббуслари сайловчиларнинг реал эҳтиёжларидан келиб чиқишини таъминлашга қаратилган.
Ушбу муҳим сиёсий жараён бўйича хорижий оммавий ахборот воситаларида қатор хабар ва янгиликлар бериб борилмоқда. Хусусан, Туркиянинг “Anadolu” янгиликлар агентлиги мухбирларининг фикрича, мазкур сайловлар мамлакатни ривожлантиришнинг бешта муҳим устувор йўналиши бўйича “Ҳаракатлар стратегияси”да белгиланган демократик ғоя ва тамойилларнинг амалдаги ёрқин ифодаси бўлишига ишонч билдирилади. Замонавий Ўзбекистон сиёсий ҳаётида, “Anadolu” ёзганидек, кўппартиявийлик, сиёсий плюрализм, фикрлар хилмахиллиги, очиқлик ва ошкоралик, бағрикенглик тамойиллари тобора мустаҳкам ва кенг ўрин олмоқда.
АҚШнинг “MENAFN” агентлиги томонидан берилган материалда Европада хавфсизлик ва ҳамкорлик ташкилотининг Демократик институтлар ва инсон ҳуқуқлари бўйича бюроси Ўзбекистонда сайловолди муҳити ва уларга тайёргарлик жараёнини, мамлакатда эркин ва демократик сайловлар ўтказилишини таъминлаш бўйича амалга оширилган чора-тадбирларни ижобий баҳолаб, парламент сайловларига тўлақонли кузатув миссиясини юбориш ниятини билдиргани хабар қилинади.
Хулоса ўрнида шуни таъкидлаш керакки, мамлакатимизда сўнгги йилларда барча соҳаларда амалга оширилаётган кенг қамровли ислоҳотлар фуқароларнинг сиёсий ва ҳуқуқий онгини ўзгартирди. Кўриниб турганидек, барча фуқаролар, жумладан кам сонли миллатларнинг вакиллари бўлган фуқаролар ҳам тенг равишда Конституция ва қонунларга мувофиқ мавжуд ҳуқуқлардан тўлиқ фойдаланишлари ҳуқуқий жиҳатдан кафолатланган. Жамият ва давлат ҳаётидаги муҳим сиёсий жараён ҳисобланган сайловлар эса уларнинг ҳуқуқлари ва манфаатларини таъминлашнинг асоси ҳисобланади.
